For instance, even if a forecast is fifteen percent higher than the actual values half the time and fifteen percent lower than the actual values the other half of the time, it has no bias. Forecast bias is distinct from forecast error in that a forecast can have any level of error but still be completely unbiased. However uncomfortable as it may be, it is one of the most critical areas to focus on to improve forecast accuracy. No one likes to be accused of having a bias, which leads to bias being underemphasized. This discomfort is evident in many forecasting books that limit the discussion of bias to its purely technical measurement.
